Designing Resilient Cities: a Guide to Good Practice
Making sure that urban development remains sustainable – whatever the future brings.
In the considerable discussion over the ‘presumption in favour of sustainable development’ in the National Planning Framework proposals and what exactly is
‘sustainable development’ there has been little discussion about how to ensure that the decisions we make today remain sustainable – whatever the future brings.
Given that the majority of our population live in urban areas, we have to do whatever we can to make sure that the decisions we take today do not lead to a negative future legacy.
A group of universities are developing an innovative approach to help planners, councillors and communities make decisions that are more likely to remain
sustainable over the longer term with a toolkit of scenarios against which the impact and robustness of today’s decisions can be judged.
A solution that remains robust and resilient after being tested against four possible future scenarios is more likely to remain sustainable over the longer
term. Any that fail the test can be examined to see how they might be improved.
The changes outlined in the Localism Act make it even more important that future sustainability is considered upfront. It will be important to give support to
communities when they are drawing up a neighbourhood plan as they will be able to use neighbourhood planning to grant full or outline planning permission in areas where they most want to see new homes and businesses provided it is in line with national planning policy, legal requirements, the strategic vision
set by the local authority and approved by a local referendum. The highly visual methodology developed by Urban Futures should help community members
produce more robust and resilient plans.

“This volume synthesizes past and current, international research on the quality of urban life. It emphasizes the contributions of the urban environment to the overall well-being of residents living in urban areas ranging in scale from small cities and their hinterlands to metropolitan regions. The term urban environment refers to the socio-physical aspects of urban living ranging from individual dwellings and neighborhoods to public services (i.e. transportation, rubbish collection, etc.) to neighbors and community organizations. The work emphasizes not only perceptions of and behaviors within urban environments but the actual conditions to which individuals are responding. The research covers both the subjective and behavioral aspects of urban living as well as the objective conditions which drive them.”

Gabriel
Moser: An Appreciation
I apologise I do not speak French… or German, Italian,
Spanish, Portuguese or any of the other languages Gabriel spoke, so my brief
words will be in English. He spoke English too so maybe that gives me
permission. Words. When Dirce asked me to say a few words today, my first
thought was, there are no words that can express my feelings of loss and
sadness. I know it is like that for you too. Gabriel was really my best friend
and when I heard that he had died a little part of me died as well.
Words. Words are the currency of the academic world.
Gabriel was the President of the International Association of People-Environment
Studies, or IAPS as we call it. IAPS is a
world-wide organisation of researchers from across the design and social
science disciplines who are concerned to make the places we live in better. It
is not surprising that Gabriel was President of such an organisation. When I
sent an email around to all the members of IAPS informing them of the sad news –
and despite the fact that it was during a long public holiday – within in no
time at all I had received over thirty messages of shock, of sadness and of
love.
I would like to read out just some of the words that his
friends and colleagues wrote, as they speak far more eloquently of Gabriel’s qualities
and impact on people’s lives than I ever could.
From Mexico: “He
was an indefatigable and enthusiastic Master, always ready to guide in research
work. But he will be here always, in our hearts and in our work as professionals
committed to psychology, knowledge, teaching, research and the environment. We
love you Gabriel and appreciate the legacy of wisdom and love you left us.”
(Ana
Maritza Landázuri, Serafín Mercado, Alejandra Terán)
From the UK: “Gabriel was a warm, kind and generous
person and who played an vital role in the international community of
environmental psychologists. I will never forget the IAPS board dinners where
he always managed to create a wonderful atmosphere.” (Birgitta
Gatersleben)
From Italy: “I am terribly sad for this news, I do not
find the words to say anything meaningful, except that we will all miss this
special friend and colleague: …I still
have with me a “joliè carte postal” with a picture of one of his
father’s paintings he sent me when I got married…” (Giuseppe Carrus)
From the United States: “….there are the few – like Gabriel – larger than life, exuberant,
a laugh that reverberated and made us smile. These are the personas that remain
with us forever……..He was passionate about so much: environmental psychology,
Dirce and the children, his father Wilfrid and the foundation, good food and
drink…………….” (Gary Gumpert)
From Germany: “Many happy encounters, communications,
dinners, even a week-long visit in Gabriel’s home village in Switzerland come
to my mind. And I’ll never forget the IAPS Sao Paulo conference and the
wonderful after conference trip to Pantanal. It is wonderful to see how the
IAPS family gathers for and around Gabriel, at least electronically. He left us
too early and we will miss his commitment, his ideas, his humour and his great
friendship.” (Lenelis Kruse)
From Portugal: “It seems unreal that someone so full of
life, so truly in love with life, its pleasures and beauties, someone so
authentically connected with the persons around him, is no longer with us. We
will keep him with us in our memories just like that. His work will also be
continued, as he left us with an important legacy of books and papers. But I
would like to stress, in particular, the easy and warm international
connections that we have in environmental psychology as a legacy of his very
personal style.” (Luisa Lima)
From Spain: “….on behalf of the environmental psychology
group of Barcelona, I express our appreciation and thanks to a great teacher,
great person and great friend who has been Gabriel. He will be with us always.”
(Enric Pol)
It was believed in ancient Egypt that ‘whosoever´s name
is uttered, then he lives’. It is without doubt that Gabriel will always be
living amongst us, and I am happy about that.

Going beyond the assumption that East Central European cities are still ‘in transition’ this book draws on the postsocialism paradigm to ask new questions about the impact of demographic change on residential developments in this region. Focussing on four second-order cities in this region, it examines Gdańsk and Łódź in Poland and Brno and Ostrava in the Czech Republic as examples and deals with the nexus between urban development and demographic change for the context of East Central European cities. It provides a framework for linking urban and demographic research. It discusses how residential areas and urban developments cope with changes in population development, household types and different forms of in- and out-migration and goes on to explore parallels and differences in comparison with broader European patterns. This book will be useful to academics of urban planning and development especially in transition areas, Central and Eastern European studies, demographics and population studies, and sociology/social exclusion. architects and the many forms of associated scholarship, from the site visit
to the grand tour to the social survey. We visit sites – real and imagined
- to collect, order, and interpret data, to establish parameters,
frameworks, contexts, and outlines for design work. As the sites of design
work and scholarship have become increasingly complex and mediated, the
questions as to what and where the field is, how we collect data, how we
ensure its reliability, and how it informs design work have renewed
practical and theoretical significance.

The Child in the City conference is the fourth bi-annual conference of the European Network Child Friendly Cities (EN CFC). During the last decennium this conference has been the place to be for all cities and scientists focussing on the theme of a local child friendly policy. Cities from all over Europe (but also from Canada and Australia, and…) inspired each other by telling about their own experiences and looking for similar cities with similar problems. It is as a market and a lab in which new ideas are developed.

If you currently are a member of IAPS, and have access to the Members section, please download Bulletin 30, the Special Issue about the 25 Years of IAPS (1981-2006), because it contains many interesting articles about how IAPS has developed, some reflections about current and future challenges, the impact of its work, and most of all important personal reflections on what can IAPS meean to each of us.
The 19th IAPS Conference held at the Bibliotheca Alexandrina in Alexandria, Egypt on 11-16 September, 2006, presented the multifaceted reality of the problems we are tackling in our world today to reach sustainable development, ‘a concept around which our common future turns’ (Uzzell, 2002). To meet the challenges of the New Millennium, it was found imminent to engage in more interdisciplinary collaboration between the disciplines of IAPS (design field/ anthropology-sociology- psychology- geography- ecology-environment) and the natural sciences to contribute to the main theme of Environment, Health and Sustainable Development.
